Quality Supervision Outline for New Energy Storage Power Station Construction

This document, released by the National Energy Administration and effective from April 20, 2026, provides a comprehensive quality supervision outline for new energy storage power station construction projects. It is based on relevant laws, regulations, and standards, aiming to standardize quality supervision and ensure project quality. The outline includes general and special parts, with general supervision covering stages like first-time, foundation treatment, and main equipment installation, while special parts address electrochemical and compressed air energy storage projects. Mandatory supervision nodes are set, such as before electrochemical unit startup and before underground gas storage use, with additional nodes for larger projects. Applicable to power industry projects of 100 MW and above, it serves as a guideline for quality supervision agencies and power companies, emphasizing quality behavior supervision, physical quality checks, and confirmatory testing. The outline encourages technological innovation and is designed to be operable, applicable, and scalable.
