Technical Guidelines for Virtual Power Plants
This document, GB/T 47241—2026, is the national standard of the People's Republic of China titled 'Technical Guidelines for Virtual Power Plants.' It specifies requirements for general principles, overall framework, resources and access, systems and terminals, information and communication, security protection, design acceptance and testing, operation and management, and benefits and evaluation for virtual power plants (VPPs). A VPP is defined as a new type of business entity that aggregates decentralized resources such as distributed generation, adjustable loads, and energy storage using modern information and communication technologies to collaboratively participate in power system optimization and electricity market trading. The standard applies to the construction, access, operation, and management of VPPs. Key technical indicators include a minimum aggregated capacity of 10 MW, regulation capacity of at least 5 MW, and a regulation rate of no less than 3% per minute. The document also references related standards for cybersecurity and management specifications.
